Richland County Mental Health Director Terminated By Board

The Richland County Mental Health and Recovery Services board has voted to terminate Executive Director, Joe Trolian.

According to RichlandSource.com, the vote Monday night, 11-1, to let him go for neglect of duty and not informing the board of an underlying interest in contracts and expenditures.  

Trolian was placed on paid administrative leave in late October. The move came after agency’s board voted to file neglect of duty allegations against Trolian. An emergency board meeting,  in early November, appointed Sherry Branham-Fonner, interim executive director. She had been in the role of associate director, since 2008.

 Trolian has been with the agency since 2003 and executive director, since 2007.

The charges are from violations found pertaining to Ohio revised code and having unlawful interest in a public contract. This comes after a Richland County Mental Health and Recovery Services Board member has resigned in October, amid allegations that they benefited financially from public dollars spent by the agency.
